Emmanuel Winful, CSP, MPH brings deep expertise in environmental permitting and mined land restoration, leading regulatory and ecological initiatives for phosphate and heavy mineral operations across Florida. At the Florida Department of Environmental Protection, Emmanuel played a key role in overseeing the responsible progression of mine sites through all phases from construction, and operation to closure while maintaining a strong focus on long-term environmental stewardship and risk management.

Mr. Winful, specializes in complex permitting processes that ensures that mining and industrial operations, meet environmental standards and maintain robust closure and post-closure plans. His oversight provided assurance to stakeholders that environmental compliance and financial safeguards are in place throughout the life of each project.

Leadership in Land Reclamation

In addition to permitting, Emmanuel led efforts in the reclamation of mined lands, developing and enforcing plans that restore wetlands, reestablish wildlife corridors, and enhanced overall land and water function. His work within the department transformed impacted landscapes into sustainable ecosystems and future-use areas, creating long-term environmental and community value.

Mr. Winful also supported legacy restoration programs, helping secure funding and manage the recovery of grandfathered lands mined. These efforts improved environmental outcomes and unlock new possibilities for housing and business development, recreation, and conservation.

Foundational Field Experience

While in Ghana, Emmanuel gained hands-on experience in the mining industry at AngloGold Ashanti’s Obuasi Gold Mine in Ghana. As part of the Environmental Unit, he conducted regular water and soil sampling, assessed mine tailings for environmental impact, and evaluated the progress and effectiveness of reclamation sites. This early field experience gave him a practical foundation in environmental monitoring and compliance within an active gold mining operation insight that continues to inform his regulatory work today in the environmental health and safety field.
